Old Measure H, New Measure P – Continue the legacy
By Karen Herrel -
San Mateans for Responsive Government

San Mateans have a very important city measure to consider this November, Measure P.

To understand P, think of 1990, when our suburban quality of life was threatened by huge blockbuster developments. People said “Enough!” A coalition of neighborhood leaders formed San Mateans for Responsive Government, which responded by drafting Measure H. A successful petition drive placed it on the ballot, where it passed overwhelmingly in November 1991. Measure H became a part of our General Plan, the overall development “rules” for San Mateo.

Measure H was successful because it protected our suburban character while allowing for measured growth. It reduced maximum building heights from 120 feet to 55 feet, and maximum residential densities from 75+ units per acre down to 50. It required including 10% “affordable housing” in most residential developments and it designated areas where flexible development intensity could meet our city’s needs.

Most important, Measure H kept control of these new regulations in our hands. The Measure H wording in the General Plan can be changed only by the vote of the people, not just by the City Council.

As passed in 1991, Measure H will expire December 31, 2005. When the City began holding meetings on its future, many neighborhood groups, including 19th Avenue Park, urged renewing Measure H. San Mateans For Responsive Government also became active again. Community support grew, and after many meetings, the Council voted unanimously to put a renewed Measure H on the November ballot. That renewal measure is Measure P.

Measure H has benefited San Mateo since 1991, balancing neighborhood character with economic growth. Yet, even with many major developments in the 90’s, we are still not close to “build out”. The height and density measures, the requirements for affordable housing and the key “vote of the people” protections are as important for the next 15 years as they were in the last. In Measure P, they have been continued through the year 2020, virtually “as is”. Your neighborhood association, along with others citywide and United Homeowners, endorses Measure P.

Now it is up to you, as a voter, to help decide San Mateo’s future, to protect our suburban character, to continue the legacy of Measure H. I urge you to vote YES on Measure P.

The Dead Bird Hot Line Number is 1 877-968-2473

The West Nile Virus disease has been spreading throughout California and now it has affected San Mateo County cities. Use the telephone number above to report any dead birds found on your property. The caller will be walked through a phone report. You can also get information on the Internet by going to the website www.westnile.ca.gov

If any of our 19th Ave Park residents have a “bird bath” in their yard or a fishpond you may want to consider keeping them dry.
